Dear Eastrose Fellowship Members,
You are invited to a Special Congregational Meeting on Sunday, September 28, 2025, at 12:15pm, following the Sunday Service.
Purpose
Members will consider and vote on whether Eastrose should assume liability for the Family Cares Center (FCC) permit financing. As part of FCC’s permitting process, the City of Gresham requires a Traffic System Development Charge (SDC) improvement, which helps fund roadway upgrades to support increased use of the property.
Because the agreement must be made directly between the City and the property owners (Eastrose), and FCC cannot pay the charge up front, they have proposed that Eastrose assume this loan, which would place a lien on our property during the repayment period. FCC has stated they are committed to repaying the cost over the three years of their lease and have proposed signing an addendum outlining the terms.
According to the Eastrose Fellowship Unitarian Universalist Bylaws, as amended December 11, 2022, the Board of Trustees must “receive authorization by an affirmative majority vote of members at a Congregational Meeting before making expenditures of money on an unbudgeted item which exceeds five per cent of the adopted annual budget.”
If Eastrose signs, we assume liability for $23,301.13 in financing, which represents 11.8% of the annual budget. If Eastrose declines, FCC cannot move forward and Eastrose will lose $27,000 in rental income from October 2025 through June 2026, which represents 13.6% of our budgeted income.
